Whilst darts are definitely the fastest method for 99, they are not convenient because someone has to make the dart tips. This means you have to, or someone else that you can purchase from has to and this isn't common. It would be expensive to buy dart tips or massively slow down your smithing progress so I've decided not to recommend doing it.

You can gain double XP by fletching in the Wilderness Resource Area.
How to Get There
- Use a Skilling Necklace:
Option 3 → Option 1
- Bring only items you're willing to lose (as this is in the wilderness).
Recommended Inventory
- A few hundred logs (noted)
- 50,000 coins (for unnoting logs at the banker)
- Knife
- Skilling Necklace
Steps:
- Use your Skilling Necklace to teleport to the Wilderness Resource Area.
- Unnote your logs at the banker (select option 3).
- Fletch bows and drop them after completion.
